The meeting of the Interdepartmental Working Group on regulators activity coordination during Licenses issue for works performance at the Shelter object and ChNPP decommissioning (IWGRB) was held on August 7, 2012 in the office of State Nuclear Regulation Inspectorate of Ukraine.

Representatives of the State Nuclear Regulation Inspectorate of Ukraine, HPM, Ministry of Regional Development, Ministry of Environment Protection and Natural Resources, State Inspection of Techogenic Safety of Ukraine, SE"Ukrgosstroyekspertiz", State service of mining supervision and industrial safety of Ukraine, State Agency of Ukraine on the Exclusion Zone Management, SSE Chernobyl NPP, European Bank for Reconstruction and Development and representatives of the organizations of regulators technical support took part in the meeting.

 

 

The Cabinet of Ministers of Ukraine by its Order No.535-r of July 18, 2012 approved the Concept of State Policy Implementation in the field of development of activity within separate radioactive contamination areas as a result of the Chernobyl accident.

The objective of this document is to define directions and priorities of organizational, production, scientific and technical, environmental-oriented and other activity within the Exclusion Zone, targeted at minimization of ecological hazard and preservation of natural resources, material, spiritual and cultural values, stability and biodiversity of its ecosystem, as well as use of the Exclusion Zone’s territory in economic purposes.

Since May 29 till June1, 2012 the scheduled inspection of the actual progress of work and the safety work execution in the frames of the project of the new safe confinement (NSC) construction over the Shelter Object was held at the State Specialized Enterprise Chernobyl NPP.

Within the examination the observation of the special operation conditions for the Arch Erection Area Platform was checked. These operation conditions were specified within the transfer of the Platform Area into the status of the Free Access Area, namely: the observation of the designed controlled levels, the arrangement of a strong radiation monitoring at the Platform Area, the availability of the reserved emergency kits of the individual means of protection, the arrangement of the buffer zone, the arrangement of the personnel and transport access ways.

On June 5, 2012, an unprecedented long-term program started at Chernobyl NPP, under which the specialists from Japanese company Atsumigumi, who are going to eliminate consequences of the accident at Fukushima, will study Chernobyl experience in man-caused accident overcoming for three weeks.

The training course participants will be provided with well intensive program. During first days so far, Japanese delegation got familiar with ChNPP site peculiarities and its activity being performed nowadays, as well as experience in ChNPP accident consequences elimination. ChNPP specialists reported Japanese colleagues about current and planned works on site, about organization of safe operation of equipment and increased-risk work performance.

On June 7, 2012, the guests visited ChNPP site for information only, among which they visited facilities for management of RAW, SNF, Shelter Object, and next day, on June 8, went to Prypiat and Chernobyl towns, and Vektor Complex.
In accordance with prepared training program, during next two weeks Japanese specialists will study the issues related to RAW classification and decontamination, integrated RAW management system of ChNPP, safety peculiarities during radioactive materials (RM) transportation, arrangement of personnel access to transport RM, as well as actions in case of emergencies. Practical courses on these topics will also be provided.

Besides, they will receive bulk information on emergency response, particularly on peculiarities of arranging fire-fighting and emergency-rescue works, procedure of building structure dismantling, safety assurance in locations of performing emergency-rescue works. Practical training in emergency response, which they participate in, will show organization of emergency alarm system at ChNPP, actions of personnel upon emergency response signals, hiding in the protective shelter, methods of cloth and skin decontamination, application of PPE and RPPE, and personnel actions when detecting HLW, during accident of special transport transferring RAW, during fire under conditions of worsening radiation situation, and when taking rescue actions. First aid training in practice during emergencies and radiation exposures will also be provided.

A significant attention under the training course will also be paid to rendering urgent psychological assistance in extreme situations, methods of self-direction at acute situational reaction, and system of psychological and physiological personnel selection.
It is supposed that the training course is only the beginning of cooperation between Chernobyl NPP and Fukushima, and this practice will be continuous in the future.
