THE STATE SPECIALIZED ENTERPRISE “CHERNOBYL NUCLEAR POWER PLANT” | | |
The State Specialized Enterprise “Chernobyl NPP” (SSE ChNPP) is the enterprise on power plants units decommissioning and Shelter Object transformation into environmentally safe system. SSE ChNPP is created on the base of Chernobyl NPP according to the Decree of President of Ukraine ¹ 1084/2000 dated 25 September 2000 and Decree of the Cabinet of Ministers of Ukraine ¹ 399 dated 25 April 2001.
Chernobyl NPP is the operating organization (operator) of nuclear installations of this NPP at the stage of their decommissioning and overcoming beyond designed accident consequences and of the facilities for Radioactive Wastes Management and temporary storages according to the legislation of Ukraine.
The main tasks of Chernobyl NPP are the following: • Ensuring of safety nuclear installations operation, facilities for radioactive wastes management and other equipment of this NPP; • Safe decommissioning of Chernobyl NPP Units 1, 2, 3 and nuclear power plants of Ukraine; • Shelter Object transformation into ecological safe system; • Safety ensuring during management of radioactive wastes accumulated at the site of this NPP and Exclusion zone of Chernobyl NPP and also wastes generating during decommissioning and Shelter Object transformation into ecological safe system; • Safety ensuring during Chernobyl NPP’s spent nuclear fuel management; • Construction and operation of infrastructure facilities necessary for Chernobyl NPP decommissioning and Shelter Object transformation into ecological safe system; • Personnel training and skills improvement; • Environmental monitoring in zone of Chernobyl NPP location; • Technologies development, accumulation and use of scientific and technical experience related to decommissioning of nuclear installations, overcoming of beyond designed accident consequences and construction and use of storage facilities for radioactive waste temporary and long term storage; • Organization, coordination and implementation of scientific-applied researches, introduction of scientific technical and other developments, making contacts with scientific institutions, including foreign ones; • Participation in the works coordination and implementation within the international projects related to decommissioning of Chernobyl NPP and Shelter Object transformation into environmentally safe system.

On February 16, European Bank for Reconstruction and Development and State Specialized Enterprise “Chernobyl NPP” signed ceremonially Grant Agreement at the Cabinet of Ministers of Ukraine.
Mr. Thomas Mirov, President of EBRD, Ms. Yulia Timoshenko, Prime-Minister of Ukraine, and Mr. Igor Gramotkin, General Director of Chernobyl NPP, signed the document.
The European Bank for Reconstruction and Development has assigned grant to Ukraine in the amount of ˆ 135 million for constructing New Safe Confinement at Chernobyl NPP and Interim Storage Facility-2. This is the largest grant in EBRD history; the means are assigned from the Bank’s profit. Mr. Thomas Mirov, the EBRD President, has mentioned that Ukraine and EBRD cooperate for a long time and productively, allowing assistance for Ukraine in the amount of about ˆ 4 billion for the last years. The EBRD President considers that “Grant Agreement should assist in successful construction of New Safe Confinement”. According to his words, it is early to speak about specific final terms of construction. “Till 2012 we would like to have specific results on ChNPP site, as we think that 2012 would be very important for Ukraine”, Mr. Thomas Mirov says.
Mr. Vladimir Shandra, Minister of the Ministry of Emergency Situations of Ukraine, reported that designing works would be completed in summer 2009, and construction of sarcophagus over destroyed ChNPP Unit 4 would be initiated. According to the Minister’s words, ˆ 77 million would be assigned for construction of Interim Spent Nuclear Fuel Storage Facility (ISF-2), and ˆ 58 million – directly for construction of the Shelter. Mr. Shandra expressed hope that the Grant would help to complete activities on Chernobyl NPP decommissioning and Shelter transformation into ecologically safe system. He mentioned that New Safe Confinement is unique one, as such facility was not constructed ever and wherever. On Mr. Shandra’s opinion, Europe fully understands the significance of due completion of the facility construction, because this is security guarantee not only for Ukrainians, but also for whole European community.

On February, 11 it became known, that European Bank for Reconstruction and Development (EBRD), Cabinet of Ministers and State Specialized Enterprise "Chernobyl NPP " are going to sign on February 16 the Guarantee Agreement on allocation of the grant in 135 million euro for Chernobyl programs Implementation.
Mr Vladimir Shandra - head of the Emergencies Ministry informed during press conference, signing of the document is expected within the framework of Mr Thomas Mirov - President of the European Bank for Reconstruction and Development visit in Ukraine.
According to the Minister, from the indicated amount 77 million euro will be aimed for the Dry Storage Facility (ISF-2) construction Project implementation, 58 million euro – for Shelter object construction.
As the Minister has told, these funds will be allocated as technical assistance grant. "This grant, this is as the technical assistance. They (funds) will not be reimbursed. This is assistance of the World Community", - Minister has told.

President of Ukraine Victor Yuschenko signed the Law of Ukraine ¹ 886-VI “On National Program of Chernobyl NPP Decommissioning and Shelter object transformation into environmentally safe system”.
This Law not only approves the National Program but also makes some changes into the Law of Ukraine “On General Principles of Further Operation and Decommissioning of Chernobyl NPP and Transformation of Destroyed Unit 4 of this NPP into Environmentally Safe System”.
In particular the Program determines the main directions of activities in Chernobyl NPP decommissioning and Shelter Object transformation into environmentally safe system, approximate amount of financing, organizational and technical requirements.
Program’s measures are financed from the State Budget, international technical assistance, extra budgetary funds and from other unforbidden by legislation sources.
The amount of budget expenditures for stipulated by Program measures is determined within the limits of available financing resources according to the Law on State Budget of Ukraine for the current year.
Total amount of financing from the State Budget according to the Program makes 3 535, 90 millions of gryvna (except for 2009 expenses). Implementation of international technical assistance projects is carrying out within the amounts and plans of financing stipulated by contracts.
The amount of budget financing needs updating during Program measures implementation and depends on specific situation, existing at Chernobyl NPP site and on key tasks implementation.
The Law comes into force January 1 2010.

Joint AREVA NP and ChNPP note about termination of ISF-2 contract
In 1999 Chernobyl Nuclear Power Plant (ChNPP) signed a contract with a consortium led by Framatome (toe ay AREVA NP) for the construction of an Interim Storage Facility for the more than 20.000 spent fuel assemblies accumulated during the operation of Chernobyl's units 1 to 3. The project is funded from the EBRD managed Nuclear Safety Account.
The contract scope included a processing facility, able to cut the RBMK fuel assemblies and to put it in canisters, as well as concrete storage modules in which the fuel containers would be enclosed for up to 100 years. This facility would be the first of its kind for RBMK fuel assemblies.
In 2003 the contractor in cooperation with Chernobyl NPP and its Project Management Unit identified technical inadequacy of the design of the facility. AREVA made a number of proposals on how to remedy the problems. However no agreement could be reached! with the client and donors to the Fund were also reluctant to follow the proposed way forward.
On 23 April 2007 the termination of the contract becomes effective. The termination was reached as part of an amicable settlement with financial and transitional provisions acceptable to both contract parties and the donor community. Parties have agreed to maintain confidentiality about the terms of the settlement.
The facility is now likely to be completed by a company already involved in the technical discussions on a solution which took place over the last two years. It appears that the structures already built are of a high quality and can be utilized with the technology currently considered for the completion of the facility.
