Radiation background in the Administrative building area is in average 65 microrentgens per hour, in the Shelter object's Observation pavilion area - 1,08 myllyrentgens per hour.
Controllable parameters of the Shelter object are within the limits established by Operational Regulations. According to monitoring systems data the maximal value of gamma - radiation rate inside the object has made 3403 Rontgens per hour, temperature near to Fuel Containing Materials is +29 degrees on Celsius. Exceeding of control levels of Shelter object condition parameters is not fixed.

NSC CS-1

International Advisory Group (IAG) based on and tender materials study results has identified «risk of regulatory process with following potential delay against the schedule and connected with that increase in cost as the most serious risk for NSC project».

In this connection the adequate approach to safety issues preparation and submission is extremely important in IAG opinion. IAG considers, that development of new «Concept Design Safety Document» (CDSD) as an effective replacement of the Preliminary Safety Analysis Report (PSAR) could be extremely useful for Regulatory Bodies (RB) of Ukraine, ChNPP, Contractor and Bank.

CDSD is a single document based on the available information and it is developed at the initial stage of works by NSC CS – 1 Contractor - Joint Venture NOVARKA, consisting of: VINCI Construction Grands Projets (VCGP - leading company) and Bouygues Travaux Publics (ÂóÒÐ - participant).

CDSD contains:
- NSC CS – 1 functional specification, including:
• list of NSC CS-1 components (constructions, buildings, their main components, systems, networks, etc.);
• definitions of specific functional purpose of each NSC CS-1 component from the above-stated list.;
- systematized design criteria and requirements and initial data for NSC CS-1, including indication what additional criteria, and the initial data will be determined by NSC CS-1 Contractor as a result of additional investigations and during designing;
- list of additional design criteria and/or the initial data which the Contractor expects from the Employer;
- the analysis and the list of regulatory / normative base applicable for NSC CS-1 designing;
- methodology and the approach of NSC CS-1 Contractor for performance of design criteria and requirements;
- procedure of designing, substantiation and detailed license process during NSC CS-1 designing, including substantiation of two-stage NSC CS-1 Project licensing process during which the Project is reviewed and agreed by regulatory and supervisory bodies consistently according to below listed parts:
• part of NSC Project, including the main construction (Foundations, Arch, Cranes, Panelling);
• design of the first start-up complex of NSC as a whole, including the above-stated part, and design of technological life-support systems and NSC condition monitoring.
And Working designs will be separately reviewed and agreed by regulatory and supervisory bodies:
• Clearing of the site for an arch assembly and installation of its systems;
• Ventilation Stack VT-2 dismantling;
• Constructions of infrastructure facilities;
• Constructions of the temporary foundations.
• information on the major technical and constructive decisions for the planned NSC CS-1, based on NOVARKA’s Technical proposal.

The documents specified in CDSD, in particular additional design criteria, important initial data, application of other states documents are subject to agreement with RB.
According to Regulatory Bodies remarks NOVARKA should improve the detailed schedule for designing which should reflect logic, sequence, terms and interrelations of the project development as a whole, design packages, safety analysis performance in such way that safety requirements were taken into account adequately and timely in design decisions. The detailed schedule for designing and the detailed list of license documents with indication of terms for their submission, after agreement with the Employer should be sent to State Nuclear Regulation.
