Chernobyl Nuclear Power Plant - Transformation stages

Radiation background in the Administrative building area is in average 65 microrentgens per hour, in the Shelter object's Observation pavilion area - 1,08 myllyrentgens per hour.
Controllable parameters of the Shelter object are within the limits established by Operational Regulations. According to monitoring systems data the maximal value of gamma - radiation rate inside the object has made 3403 Rontgens per hour, temperature near to Fuel Containing Materials is +29 degrees on Celsius. Exceeding of control levels of Shelter object condition parameters is not fixed.

Transition from functions and structure of Chernobyl Nuclear Power Plant to Specialized Enterprise

President of Ukraine, Cabinet of Ministers and Verkhovna Rada of Ukraine made the decision on ChNPP deducing from the structure of National Nuclear Energy Generating Company "Energoatom" and creation on its basis State Specialized Enterprise for a complex of tasks solution:
· implementation of Units 1,2,3 operation termination Programs – till 2008;
· performance of Units1,2,3 decommissioning Programs – till 2013;
· safe current operation of the shutdown Units and Shelter object;
· implementation of measures plan on Shelter object transformation in safe system;
· performance of the social protection program of the Chernobyl NPP personnel in connection with ahead of schedule plant shutdown and, first of all, additional workplaces creation for the liberated personnel.

SSE ChNPP was created on the basis of the Chernobyl NPP according to the Decree ¹1084/2000 of President of Ukraine dated September 25, 2000 and the Resolution ¹399 of the Cabinet of Ministers of Ukraine dated April 25, 2001. The new enterprise was registered in June 11, 2001.
The Resolution of the Cabinet of Ministers of Ukraine dated 17.11.2001 the enterprise is appointed as operation organization (operator) of Nuclear Installations of Chernobyl NPP.

Currently activity of Chernobyl NPP is carried out in following areas:
- shutdown Chernobyl NPP Units maintenance in safe condition;
- nuclear and radiation safety assurance;
- ChNPP Units operation termination;
- Nuclear Fuel Management;
- Radioactive Waste Management;
- ChNPP preparation for decommissioning;
- Shelter object current safety assurance;
- Shelter Implementation Plan realization.

Transition from Chernobyl Nuclear Power Plant functions and structures to the Specialized Enterprise on nuclear plants units decommissioning and to Shelter object transformation into ecologically safe system was carried out in 2001-2003.
Peculiarities of legal relationship during Chernobyl NPP Units decommissioning, transformation of the destroyed fourth Unit of this NPP into ecologically safe system, social protection of Chernobyl NPP personnel are regulated by the Law of Ukraine “On the general principles of the further Chernobyl NPP operation and decommissioning and destroyed fourth Unit of this NPP transformation into ecologically safe system ” N 309-XIV dated 11.12.1998 with updating.

The third Chernobyl NPP Unit was shutdown on December 15, 2000. 9051 persons worked at the moment of Chernobyl NPP shutdown. During past period number of ChNPP’s employers was decreased almost twice. Thus fundamental changes in functions and structure of skilled personnel, financial, economic and industrial activity, basic assets of the enterprise were carried out.
In 2000-2003 with the purpose of Chernobyl NPP shutdown social consequences mitigation the top-priority task of workplaces retention has been solved on the basis of new kinds and principles of activity development. In this connection after plant shutdown 5 new enterprises, two international laboratories were created on the basis of Chernobyl NPP property, that allowed to prevent unemployment increasing in Slavutich. It was succeeded to avoid serious social conflicts, to preserve Chernobyl NPP personnel.
For services market development at other facilities of nuclear industry enterprise "Atomremontservice" was created in NEGC "Energoatom" structure on the basis of ChNPP rebuild service where actually more than 700 persons work, more than 300 of them are former ChNPP employers. Emergency training center of NEGC "Energoatom" was created on the basis of emergency actions control center of Chernobyl NPP.

Slavutich is 14 years of age in 2001. All this time Chernobyl NPP personnel supported city development. Earlier, ChNPP every year allocated 10 - 15 million US dollars from the profit of electric energy realization for city development. After plant shutdown the enterprise, supporting small and average business development in Slavutich and in special economic zone "Slavutich" (SEZ), provided transfer of city habitation and city life-support facilities which were at ChNPP balance to the municipal property. The municipal enterprises were created where workers of housing and communal services, children's gardens, working supply department, sport establishments were transferred from ChNPP.
On July 1, 2002 SSE ChNPP basically has finished transfer of habitation, life-support facilities and social function facilities, which were at Chernobyl NPP balance to the municipal property. In total it was transferred a basic assets on amount more than 500 million grivnas.
During all time of Special Economic Zone "Slavutich" functioning 565 new workplaces at 30 enterprises - subjects of SEZ were created on its territory.

In the end of 2003 in a Slavutich the 160-flats house has been commissioned, it was conducted for the important social task solution – resettlements of temporary village Lesnoy inhabitants. Together with budgetary financing partially this construction was paid by SSE “Chernobyl NPP”. At a total cost of an apartment house in 10,7 mln grivnas, Chernobyl NPP allocated more than 4,5 mln grivnas from own assets.
Slavutich Laboratory of International Researches and Technologies and the International Radioecological Laboratory were created jointly with US Department of Energy.

On March 22, 2002 the State Nuclear Regulation Committee of Ukraine issued to SSE ChNPP the License on Chernobyl NPP decommissioning. Earlier, on December 30, 2001 the License for Shelter object operation and its transformation into ecologically safe system has been received.
